Education Bids and Bidding Guide
An education RFP is a formal solicitation from a school district, charter network, community college, university system or state education agency asking vendors to propose a solution and a price for a defined scope of work. Because these are public bodies spending public money, the process runs on published rules: a written scope, a fixed deadline, stated evaluation criteria and, in most cases, an award voted on in an open meeting.
This article maps the buyer side of that market: who issues education RFPs, what they purchase, how the decision gets made and when solicitations appear. If you want the platforms and portals that carry these bids, the companion guide to the education RFP database covers that ground, and school services RFPs goes deeper on the operational contracts districts award for transportation, food, custodial work and staffing.
Who Issues Education RFPs?
"Education" is not one buyer. It is several kinds of institution with different budgets, different approval chains and different procurement thresholds. Knowing which one you are selling to changes how you write the proposal.
- School districts — the highest volume of education solicitations. A single district buys curriculum, technology, buses, food, insurance and construction, and its elected board signs off on awards above a set dollar threshold.
- Charter management organizations — networks that run several campuses and often buy centrally. Their procurement rules follow their authorizer and state charter law, so thresholds and posting requirements vary more than they do for districts.
- Community colleges — heavy buyers of workforce training equipment, student services, facilities work and enrollment marketing. Many belong to a state system that runs some contracts centrally and leaves others to the campus.
- Public universities and university systems — the largest individual contracts in education, covering research infrastructure, campus dining, housing, athletics, IT and construction. Expect a professional procurement office and a longer evaluation cycle.
- State education agencies — they buy statewide assessment, data systems, teacher licensure platforms and program evaluation. These contracts are large, multi-year and usually posted on the state's central procurement portal rather than the agency site.
- Regional service agencies — bodies that run shared services and cooperative purchasing for member districts in a region. Winning one of their contracts can open a door to every district in the region without a separate bid at each one.
- Federally operated schools — schools operated directly by a federal agency, such as the Bureau of Indian Education's bureau-operated schools, procure under federal rules, so their larger purchases are posted to SAM.gov rather than a local district portal. Tribally controlled schools run their own procurement.

What Do Education Buyers Actually Purchase?
Education spending splits into instructional categories and operational ones. Vendors often assume the market is only the first group, and miss the larger and steadier second group.
- Curriculum and instructional materials — core and supplemental programs, print and digital. Many states maintain an adoption list, and a district may only be able to buy from it in certain subjects and years.
- Assessment and student data systems — benchmark testing, student information systems, data warehouses and reporting tools. Student privacy terms and interoperability requirements usually carry real weight in the scoring.
- Educational technology and learning platforms — learning management systems, devices, device management, classroom software and the professional learning that goes with them. Renewal cycles here are shorter than in curriculum.
- Network and connectivity — broadband, internal wiring, switching and Wi-Fi. Much of this runs through the federal E-Rate program, which requires schools and libraries to post an FCC Form 470 and wait at least 28 days after certifying it before selecting a service provider.
- Operational services — transportation, food service, custodial work, grounds, security and staffing. These are the recurring, multi-year contracts covered in detail in the guide to school services RFPs.
- Professional development — teacher and leader training, instructional coaching and induction programs, bought separately from curriculum more often than vendors expect. See the guide to professional development RFPs for how those solicitations are scored.
- Construction and capital work — new buildings, roofing, HVAC replacement, athletic facilities and energy projects, generally funded by a bond issue and released on the bond's schedule rather than the annual operating budget.
How Does an Education Procurement Decision Get Made?
In most public education buys, an evaluation committee rather than an individual makes the call. The committee usually mixes the department that will use the service with someone from procurement and, on larger contracts, finance. Each member scores your proposal against the criteria printed in the solicitation, and the scores are combined.
That committee recommends a vendor. Above a dollar threshold set by state law or local policy, the recommendation then goes to the governing board for a vote at a public meeting. This is why education awards move slowly compared with private-sector deals, and why a solicitation released in March may not produce a signed contract until June.
The public-meeting step is also an advantage for a vendor who does the homework. Board agendas, minutes and packets are published, which means the previous award, the incumbent, the contract amount and sometimes the scoring summary are all readable before you decide whether to bid.
When Are Education RFPs Released?
Most public school systems run a fiscal year that starts on July 1. Anything that has to be in place when students return tends to be solicited between late winter and spring, so the award and the transition can happen over the summer. Transportation, food service, custodial contracts and curriculum adoptions all cluster in that window.
Two categories break the pattern. Capital and technology projects follow the bond or grant that funds them, so they appear whenever that money clears. And higher education is far less seasonal, because campuses operate year round and departments buy on their own cycles.
Can You Sell to Schools Through a Cooperative Contract?
Yes, and it is a route many vendors overlook. A purchasing cooperative runs one competitive solicitation, awards a contract, and then lets its member agencies buy from that contract without each running a separate RFP. Four that education buyers use regularly:
- Sourcewell — a Minnesota service cooperative, established in state law as a local unit of government, that awards national cooperative contracts used by school districts, cities and counties.
- OMNIA Partners — a cooperative purchasing organization serving state and local government and education across a broad range of categories.
- NASPO ValuePoint — the cooperative arm of the state procurement officials' association, offering contracts led by one state and available to participating states and their public entities.
- E&I Cooperative Services — a member-owned cooperative focused on higher education, with contracts also used by K-12 and other institutional members.
A cooperative award does not replace direct bidding. State law and local board policy decide whether a district may use a cooperative contract at all, and for what dollar value, so plenty of buyers will still run their own solicitation even when a cooperative option exists. Treat it as a second channel, not a substitute.
How Do You Find Education RFPs Without Checking Fifty Portals?
The structural problem in education sales is fragmentation. Every state runs a procurement portal, most large districts run their own, universities post to campus systems, and federally operated schools post to SAM.gov. Checking them one at a time is how vendors find out about a solicitation the week it closes. The guide to the education RFP database compares the free government sources with the paid aggregators.
Bid Banana searches 1.6M+ bids and awards from 4,000+ agencies across all 50 states, updated daily. Filter to education and narrow by agency, state or NAICS code, then save the search so new matches arrive in one email digest, daily or weekly, at the hour you pick. What Makes an Education Proposal Win?
Education evaluators are scoring against a published rubric, usually some mix of technical approach, qualifications, references and price. Four things move the score more than polish does.
- Read the award history before you price — the prior contract value tells you what the buyer considers normal. Searching award data from previous wins is faster than guessing at a number and losing on cost.
- Study the closed version of the same contract — districts reissue similar scopes every few years. Reviewing past bids shows you the language, attachments and evaluation weights the buyer reuses.
- Put the written-question deadline on the calendar — it usually falls well before the submission date, and it is the only formal chance to have an unworkable requirement clarified or amended. Answers are issued as an addendum every bidder must acknowledge.
- Build a reusable proposal core — company history, staff resumes, insurance certificates, references and implementation plan change little between districts. Keeping a maintained library and tracking what you reuse lets you spend your time on the parts that are specific to this buyer.
Education is a market that rewards patience. The approval chain is slower than the private sector, but the contracts are longer, the budgets are published, and the same buyers come back to market on a predictable cycle. Track the districts and campuses in your service area, watch their board agendas, and be ready when the solicitation you have been expecting is posted.

FAQs
What is an education RFP?
An education RFP is a formal solicitation from a public education buyer, such as a school district, community college or university system, asking vendors to propose a solution and a price for a defined scope of work. Because public money is involved, the buyer publishes the scope, a deadline and the criteria it will score proposals against.
Who issues education RFPs?
School districts issue the largest volume, followed by charter management organizations, community colleges, public universities and university systems, state education agencies and regional service agencies that buy on behalf of member districts. Schools operated directly by a federal agency, such as Bureau of Indian Education bureau-operated schools, post larger solicitations on SAM.gov instead of a local portal.
When are education RFPs released?
Most public school systems run a fiscal year that starts on July 1, so solicitations for contracts that start with the school year tend to appear from late winter through spring. Capital and technology work follows the bond or grant calendar instead. Higher education is less seasonal because campuses buy year round.
Do you need a cooperative contract to sell to schools?
No. Districts and campuses still run their own solicitations. A cooperative contract from a group such as Sourcewell, OMNIA Partners, NASPO ValuePoint or E&I Cooperative Services is a second route: the cooperative awards it competitively, and member agencies may then buy from it without running a separate RFP, subject to state law and local policy.
How does a school board approve a contract award?
An evaluation committee scores proposals against the published criteria and recommends a vendor. Above a dollar threshold set by state law or local policy, that recommendation goes to the board for a vote at a public meeting. The vote, the award amount and often the scoring summary appear in the published board minutes.
