PROJECT OVERVIEW Brunswick County is currently soliciting sealed proposals for the purchase and installation of a cellular booster system within the Brunswick County Courthouse located at 310 Government Center Drive NE, Bolivia, NC 28422 to enhance mobile network coverage and ensure reliable communication. The selected solution must meet the specific requirements of the courthouse environment, providing consistent and secure cellular service throughout the building. We invite qualified vendors to submit detailed proposals, including technical specifications, heatmaps, installation timelines, and cost by April 28, 2025, at 5:00PM ET. Download the complete RFP - Courthouse Booster here SCOPE OF WORK Brunswick County has established the following objectives for this project. Any changes to the specifications or Scope of Work will be made in the form of an Addendum to this Request for Proposals that will be supplied to all known prospective vendors and posted on the Brunswick County website. Notwithstanding the foregoing, vendors will be responsible for ensuring that they have all addenda. Brunswick County may negotiate and refine the final Scope of Work with the selected vendor. Brunswick County reserves the right to negotiate additional services with the selected vendor at any time after the initial contract award. The proposal must detail the costs, equipment, and services necessary to accomplish the following: Pre-Deployment Surveys The vendor shall provide the following pre-deployment surveys upon award: Rooftop macro survey of all available bands and operators to include: Signal Strength SiNR QoS Indoor coverage survey of existing cellular performance of all operators. Installation, Testing, Commissioning of Complete System The vendor shall include for the supply, installation, test, and commissioning of a complete mobile signal enhancement system as per the agreed design drawings and specifications provided by the vendor as determined resulting from the walkthrough of the Courthouse. Full Documentation The vendor shall provide a complete set of as-built and supply all documentation. System Components The system shall consist of the following: The system shall obtain the signal off-air and requires roof-mounted antenna(s). Any required permits, including, but not necessarily limited to, a permit for low voltage, will be the responsibility of the selected vendor. Location of antenna will connect to the system via coaxial cable. The signal shall be distributed through the “required improvement area.” Remote Monitoring The system must offer remote monitoring. The proposal shall provide options for accomplishing such remote monitoring. Mobile Operator Coverage Cellular coverage enhancement shall be provided for any and all cellular mobile network operators (MNO), as required. Regulatory Compliance The selected system must be able to demonstrate compliance with all applicable license exemption requirements and specifications in the United States including, but not limited to, USA (FCC Part 20 and Part 90). Equipment and Specifications Vendors are required to provide proposals based on the following manufacturers and models. In no event shall any remote powering applications and associated electrical energy or connector cycling exceed the defined operating requirements of IEC 60512-99-001, as more particularly set forth in the Leviton Network Solutions Limited Lifetime System Warranty for the existing infrastructure. Cellular Coverage Solution Nextivity CEL-FI QUATRA 4000e for standardization and compatibility with existing infrastructure, including structured cabling and associated warranties. Category Cable Recommended category cabling is a minimum of Category 6. Leviton/Berk-tek end-to-end cabling is required. Coax Cable No specific vendor Passive Components No specific vendor Intelligent and Dynamic Channelization The system shall be intelligent and dynamically channelized to ensure: Each MNO and individual band shall be optimized independently and dynamically to adapt with network changes. Such individual and dynamic optimization shall ensure continuous, optimal and equal coverage performance of each MNO and band. Remove interference associated with traditional repeaters. Dynamically adjust both uplink and downlink independently per band per MNO for optimal performance. Dynamically adjust to the changing outdoor macro parameters to constantly optimize indoor performance independently for each MNO and band. Implement advanced echo cancellation to ensure optimal system and cellular QoS. Such automated and dynamic self-configuration and optimization shall at all times protect the MNO networks from interference and harm. Digital Signal Distribution The selected solution shall provide digital signal distribution throughout the ‘required improvement area’. This is important to ensure: Conformance with the standard category and fiber cabling infrastructure as defined by the building owner/enterprise. Existing cabling infrastructure can be used, where available. Connection between active components of the solution is lossless and utilizes Power-over-Ethernet (PoE). Existing cable management and cable trays can be used between active components. Any existing new infrastructure cabling required to be installed between active components is fast to deploy and gives minimal disruption to the building, used to distribute signal and power. Donor Antennas The system shall provide passive rooftop directional antennas. Type and location to be confirmed following pre-deployment survey. Network Unit (NU) / Main Radio Unit. The main system device, at a minimum, shall include: Capability to be wall or 19-inch rack mounted Have intelligent operation that adapts to changes in the outdoor macro network to ensure dynamically and consistently optimized indoor coverage performance, as set out in Section 2.3.5 RJ45 and fiber ports to support up to 12 Coverage Units/radio units per NU. RJ45 management port for live monitoring and maintenance. Each MNO shall have a dedicated high performance 4.3-10 RF donor port. This ensures the MNOs are individually and automatically optimized to provide the appropriate gain and to ensure each MNO has equal indoor coverage. Coverage Unit (CU) One or more CUs are to be distributed throughout the building to enhance cellular coverage across the ‘required improvement area’ and shall, as a minimum, include: Power via PoE. Connect to the NU via category cabling to provide lossless RF distribution. Have an option for PoE extension to increase distance between devices. A high performance 4.3-10 Rf antenna port for quality of connection to the passive antennas/s. Various mounting options for wall, ceiling and rack. Scalability Solution must include category cable and fiber optic cable range extender options to enable the distance between NU and CU can be increased to support large buildings, such as warehousing, campus environments, spot coverage. Antenna Range Solution must include passive indoor antenna range to support all deployment types. Monitoring, Maintenance and Reports Remote Monitoring The system shall have remote monitoring to enable the vendor to provide proactive maintenance support: On-premises LAN connection or LTE modem option should be available. Remote monitoring should be via an online portal. Live Monitoring, Alerts, and Alarms Monitoring The system shall be monitored live and provide alerts and alarms to the vendor’s support team. These shall include: Monitoring of NU current status Monitoring of CU current status Monitoring of macro signal status Detailed drill down option to enable remote investigation Trend information over selectable timeframe Reports Undertake remove maintenance activities, e.g., recycling CU power.
