The Santa Monica‑Malibu Unified School District is seeking a qualified Deputy Inspection Lab of Record (LOR) to provide comprehensive materials testing, special inspections, and documentation for the Franklin Elementary School Early‑Education Classrooms and Site Improvements project. The LOR will act as the Division of the State Architect’s lab of record, delivering on‑site and laboratory testing for concrete, steel, masonry, soils, paving, fireproofing, moisture, and related systems, while coordinating with the Project Inspector, District staff, and contractors throughout a construction period that begins in June 2026 and concludes in August 2028. The contract includes submission of daily logs, chain‑of‑custody records, compliance reports, and final certifications, all in accordance with DSA, Title 24, CBC, ASTM, ACI, and AWS standards. • Provide certified special inspection personnel (structural steel, concrete, masonry, etc.) and laboratory technicians for all required testing. • Maintain full documentation (daily reports, chain‑of‑custody, DSA Form 103, final compliance certifications) and upload deliverables to the District’s project‑management system. • Submit a “not‑to‑exceed” cost proposal with fully‑loaded hourly rates and annual escalation; all costs must be embedded in rates (no reimbursable expense items).
