Description:
The Department of Defense, Defense Human Resources Activity, is seeking a contractor to provide Cost-of-Living Collection and Analysis Services. The contractor will be responsible for collecting and analyzing non-housing price data from both CONUS and OCONUS locations to determine accurate cost-of-living allowances (COLA) for service members. The scope includes utilizing advanced data collection methods such as market surveys, predictive modeling, and geospatial analysis. The contractor will provide actionable insights from the data to maintain fair and current COLA rates for military personnel. • The contract will be a Firm Fixed Price (FFP) single award Indefinite Delivery Indefinite Quantity (IDIQ) contract. • The IDIQ will have a five-year ordering period. • The contractor will be required to provide a technical and price proposal for each task order. • The price proposal will need to be determined fair and reasonable by the Government before a task order will be issued. • Funding on this IDIQ contract will be made under each task order issued.
