The County of San Benito is seeking proposals from qualified organizations to provide room and board housing resources in Sober Living Environments (SLE) for the County's Behavioral Health Department. The selected organization will be required to provide SLE housing, facilities for food storage and meal preparation, and other required services for San Benito County Behavioral Health Department clients. The target population includes County Behavioral Health Department clients who are 18 years of age or older, perinatal, and required to receive residential placement as part of court-ordered drug treatment and/or when placement in the SLE is part of the COUNTY Behavioral Health Department’s treatment plan/problem list for such clients. Some of the key services include:
• Placement in the SLE as part of the COUNTY Behavioral Health Department’s treatment plan/problem list and to be in conjunction with receiving Outpatient or Intensive Outpatient Treatment.
• Maintaining CCAPP registration in good standing and abiding by CCAPP “Standards for Sober Living Environments” for any client referred and preauthorized by the County Behavioral Health Department to reside in a County SLE facility.
• Cooperating fully with COUNTY Behavioral Health Department and permitting, upon request, inspection/review of the SLE facilities, documentation, or any other material for adherence to the CCAPP Standards for Sober Living Environments, Substance Use Block Grant (SUBG) funding requirements, or any other regulatory requirements.
• Providing the COUNTY Behavioral Health Department with any reports that may be required by State, Federal, or local agencies for compliance purposes, including but not limited to information needed for Network Adequacy, SUBG, and Drug Medi-Cal Organized Delivery System (DMC-ODS) monitoring.
• Collaborating with the COUNTY Behavioral Health Department’s staff, including all Substance Use Counselors, Mental Health Clinicians, Case Managers, Supervisors, and Administrative staff, in all matters pertaining to client substance abuse treatment, mental health, and/or physical health care of COUNTY Behavioral Health Department clients when such clients are residing in the SLE facility.
• Designating a person by name as the person in charge of the SLE facilities as a Resident Manager, and that person shall also be clearly identified to all Behavioral Health Department clients in residence at the SLE facility.
• Immediately reporting to COUNTY Behavioral Health Department any significant change in physical health, substance use, and mental health status or any other critical incident involving Behavioral Health Department clients in residence at the SLE facility.
• Immediately, or at the latest, on the next business day, notifying COUNTY Behavioral Health Department if a Behavioral Health Department client leaves or is discharged from SLE facility prior to the planned date of discharge of such event by telephone call, followed by a faxed written notification; such notice shall include the reason for and detailed circumstances of such event.
• Making accessible for review by the COUNTY Behavioral Health Department the resident records of Behavioral Health Department clients in residence at the SLE facility upon COUNTY Behavioral Health Department request.
• Maintaining resident records by SLE provider per the record-keeping standards identified by the CCAPP Standards for Sober Living Environments.
• Providing COUNTY with any reports that may be required by State or Federal agencies for compliance purposes.
