Description:
Shelby County Board of Education (SCBE) is seeking a qualified vendor to provide a full range of dry cafeteria supply items (canned goods, bulk dry foods, etc.) for the 2021‑2022 school year, with an optional renewal for a second year. The contract is a fixed‑price, one‑year agreement (Sept 27 2021 – June 30 2022) that requires vendors to meet stringent food safety, packaging, and delivery specifications, and to maintain extensive compliance documentation (HACCP, debarment, lobbying, etc.). • Supply of approved brand dry food items, meeting U.S. Food, Drug & Cosmetic Act standards and HACCP requirements. • Strict pallet and freight rules: 4‑way wooden pallets, max 56 #10 cases per pallet, height ≤ 60 in, $300 “lumping fee” for non‑compliant loads. Vendor bears all freight, packing, and insurance costs to the Central Nutrition Center (CNC) warehouse in Memphis. • Pricing must be quoted net of all discounts, fixed for the contract term, and include all taxes (SCBE is tax‑exempt). Vendor must provide a HACCP letter, brand‑approval samples (deadline Sept 21 2021), and a suite of certifications via eSchoolMall. • Delivery lead time ≤ 3 weeks after PO issuance; 48‑hour delivery notice required; receiving hours 6 a.m.–12 p.m. CST, Mon‑Fri. • Contract may be extended one year, with any price increase limited to CPI‑U inflation. Non‑performance penalties and a $300 lumping fee apply.

Budget Estimate (AI):

$600,000 – $1,100,000

Although the solicitation does not disclose the total contract value, typical K‑12 cafeteria supply contracts for a district the size of Shelby County often range between $500 k and $1.2 M per year, depending on volume and product mix. Given the extensive product list, mandatory freight inclusion, and compliance requirements, a reasonable estimate for the vendor’s total revenue from this award would be roughly $600 k–$1.1 M for the first year, with a similar range if the optional second year is exercised.
