Description:
The State of Tennessee is soliciting a single prime contractor to deliver a full‑service Employee Assistance Program (EAP) and Behavioral Health Organization (BHO) solution for its public‑sector health‑plan groups (≈ 300 000 covered lives). The contract covers implementation, network development, utilization management, claims processing, call‑center operations, member communications, specialized case management, quality‑assurance, and extensive reporting, with a go‑live target of 1 January 2027 and a total contract term of 86 months (including an 8‑month implementation phase, 5‑year service delivery, and an 18‑month claims run‑out). Compensation is based on a per‑employee‑per‑month administrative fee plus state‑funded claims payments; performance‑based penalties and at‑risk adjustments are built into the SLA. • Program management & implementation (project plan, staffing, transition from incumbent, lessons‑learned). • Provider network creation and ongoing credentialing to meet geographic‑access standards (psychiatrists, psychologists, MAT providers, inpatient facilities, etc.). • Full suite of EAP/Work‑Life services (financial, legal, child/elder‑care, supervisor coaching, crisis line, training catalog). • Utilization Management (URAC‑accredited) and claims adjudication with clean‑claim automation and rapid payment cycles. • 24/7 crisis call center, member portal/microsite, mobile app, marketing/communication materials under the “Here4TN” brand, and robust reporting (weekly, monthly, quarterly, annual).

Budget Estimate (AI):

$30,000,000 – $60,000,000

The contract uses a per‑employee‑per‑month (PEPM) administrative fee for ~300,000 lives over a 5‑year service period. Assuming a modest PEPM of $2‑$3 (typical for large state‑wide EAP/BHO programs), annual administrative revenue would range from $7.2 M to $10.8 M, yielding total contract value of roughly $36 M‑$54 M over five years. Adding implementation fees and potential performance‑based adjustments could push the overall spend into the $40 M‑$60 M range.
