Description:
The Mission and Installation Contracting Command – Fort Drum is procuring Architect–Engineer (A-E) Design Services for the development of a new Lacquer Preparation Facility and Chemical Storage Tank Farm at Holston Army Ammunition Plant (HSAAP), Kingsport, TN. The selected A-E firm will provide design services for the replacement and construction of existing lacquer preparation, polymer handling, and Chemical Storage Tank Farm facilities at HSAAP to support the production of plastic-bonded explosives (PBX) and is critical to expanding the Department of Defense’s energetic materials manufacturing capacity. Key aspects of the project include: • Design of a 30% design package for a Lacquer Preparation Facility capable of supporting large-scale production of lacquer and plasticizer batches • Leveraging existing infrastructure and capabilities of existing lacquer preparation, polymer handling, and Chemical Storage Tank Farm for the design of replacement facilities • Inclusion of system engineering documentation, value engineering report, utility tie-ins, and cost estimates • Ensuring the facility supports annual production of 15M lbs. RDX, 2.5M lbs. HMX, and 13M lbs. IMX
