The U.S. Army Corps of Engineers (USACE) is conducting market research to identify interested vendors that have the knowledge, skills, and capability to perform work concerning the potential project described below. The project involves constructing utility corridors connecting the Sentinel Missile Field Launch Facilities, Launch Centers, and Wing Command Center at Francis E. Warren Air Force Base. The total length of the utility corridor infrastructure is anticipated to be between 1,500 and 2,500 miles. The project requires the installation of conduits, communication lines, construction of pull vaults and manholes, and boring under roadways, rivers, railways, etc. • The project is planned to have incremental funding from Fiscal Year (FY) 2025 through 2029, with an estimated magnitude of construction over $500,000,000. • The project involves coordination with landowners regarding construction activities on private land, and effective communication with landowners is essential to accommodate their ongoing activities. • The Prime contractor will be required to implement a notification process consisting of 90-day, 30-day, and 7-day notifications, along with reasonable accommodations for landowner activities. • The Government is seeking feedback from industry on the feasibility of construction within the existing permanent easement, and/or realistic temporary construction easements and distance from the existing HICS cable that industry would reasonably identify as required for a biddable and constructable project.
