Description:
The City of Garden Grove is seeking a contractor to provide off-site transcription services for the Garden Grove Police Department. The contractor will be responsible for transcribing approximately 3,698 lines of police reports monthly and 44,376 lines annually. The contractor may also be required to transcribe investigative interview tapes. The contract will be for a term of one year, with an option to extend for four additional fiscal years. The contractor must be able to provide transcription services in both English and Spanish, and must be available 24/7 to expedite reports as needed. The contractor must also be able to maintain the confidentiality of all police department records and information. Some key requirements for the contractor include: • Providing proof of experience transcribing for at least five law enforcement or government agencies for at least three consecutive years • Providing five business references • Being located in Orange County or an adjacent county for ease of pickups and deliveries • Sending an employee for all pickups and deliveries due to the sensitive nature of the final product • Being available 24/7, 365 days per year • Transcribing in both English and Spanish as requested • Transmitting all documents electronically using Microsoft Exchange on a secure internet site • Charging a flat rate for English and Spanish transcription, with hourly rates only applicable for jail cell and extremely difficult recordings • Providing a process for tracking the status of police reports in the transcription process • Undergoing a fingerprint live scan and polygraph examination for all staff, agents, or employees working on the contract • Conducting background checks and drug screenings for all staff, agents, or employees working on the contract.
