The National Oceanic and Atmospheric Administration (NOAA) is conducting market research to identify qualified Design-Build firms for the recapitalization of the U.S. Coast Guard (USCG) Base Juneau waterfront in Juneau, Alaska. The project includes the design and construction of a new floating pier, wharf, and access trestle, as well as the repair and rehabilitation of the existing concrete retaining wall. The project also includes the installation of marine and upland utilities, site and civil works, and optional bid items such as a new covered small boat floating pier and mooring, and existing building renovations. The estimated magnitude of the requirement is between $125 million to $200 million. • The project requires a Design-Build contractor to provide all design services, engineering disciplines, labor, field supervision, testing, commissioning, equipment, and materials. • The contractor will be responsible for geotechnical investigations, coastal report studies, and mooring analysis. • The design life of the new structures must be at least 50 years. • The project includes the demolition of the existing timber wharf and the construction of a new wharf and floating pier. • The contractor will be required to provide 100% payment and performance bonds.
