Description:
The National Park Service is seeking proposals for the lease of the Fort Washington Marina, located in Piscataway Park, Maryland. The marina has 194 existing wet slips and includes a paved launching ramp/dock and boat haul-out pier. The selected lessee will be responsible for the repair and maintenance of the premises, including any assigned government-owned personal property. The lease term is negotiable, but the NPS may consider a longer lease term if the proposed use is for a marina and substantial dredging is proposed and approved. The NPS is interested in proposals that enhance visitor enjoyment of the park area, conserve energy, reduce waste, and promote environmental stewardship. Some key points to consider include: * The marina is approximately 8.31 acres in size * The property has been operated as a marina since 1959 * The NPS is open to uses of the property other than as a marina, including adaptive re-uses * The lessee must maintain general liability, boiler and machinery, property, worker’s compensation, and employer’s liability insurance * The NPS may approve rent offsets for lessee expenditures related to initial improvements and future alterations * The lease term may be extended once for a period not to exceed one additional year

Budget Estimate (AI):

$500,000 – $1,000,000

The budget for this opportunity is likely to be in the form of rent payments from the lessee to the National Park Service. The amount of rent will be negotiated with the selected lessee, but it must be at least equal to the property's fair market value rent. Based on the historical financial data provided, the marina's gross revenues have been around $740,000 to $796,000 per year. Assuming a similar revenue stream, the lessee may be expected to pay a significant portion of this amount in rent. A rough estimate of the budget could be in the range of $500,000 to $1,000,000 per year, depending on the terms of the lease and the lessee's proposed use of the property. Factors that may influence the likely payment range include: * The lessee's proposed use of the property and the associated costs * The lessee's financial capability and creditworthiness * The NPS's priorities for the property, including environmental and recreational considerations * The terms of the lease, including the length of the lease and any options for renewal or extension
