Description:
The National Oceanic and Atmospheric Administration (NOAA) is seeking proposals for the design and production of up to 6 Class C research vessels. The vessels will be used to support fisheries research and ecosystem surveys, and will be designed to meet or exceed applicable structural and classification standards. The contract will be awarded in two phases: Phase 1 for design, and Phase 2 for production. The anticipated performance period is approximately 5 years and 18 months, inclusive of the design phase and all production options. Key features of the vessels will include a stern trawling system, launch/recovery capabilities for small boats and uncrewed maritime systems, and dedicated areas for marine mammal observation and conductivity, temperature, and depth operations. Some of the key points to consider include: • The contract will be a Firm-Fixed-Price (FFP) contract • The Government anticipates awarding up to 3 contracts for Phase 1 (Design) • The Government intends to select 1 of the Phase 1 awardees for Phase 2 (Production) • The vessels will be designed to support fisheries research and ecosystem surveys • The vessels will meet or exceed applicable structural and classification standards of the American Bureau of Shipping (ABS)

Budget Estimate (AI):

$150,000,000 – $300,000,000

The budget for this contract can be estimated based on the scope of work, which includes the design and production of up to 6 research vessels. The cost of building a single research vessel can range from $20 million to $50 million, depending on the size and complexity of the vessel. Assuming an average cost of $35 million per vessel, the total budget for the contract could be around $210 million for 6 vessels. However, this is a rough estimate and the actual budget may vary depending on various factors, including the design and production costs, the number of vessels actually produced, and any additional options or modifications that may be included in the contract.
