The Commonwealth of Pennsylvania is seeking a Third-Party Administrator (TPA) to provide administration and management services for its Flexible Spending Account (FSA) plan, which includes both medical and dependent care reimbursement accounts. The selected TPA will be responsible for implementing and managing the FSA plan, providing customer service, account management, and reporting. The contract will be for an initial term of 5 years and 6 months, with the option for two 1-year renewals. The TPA will need to demonstrate its ability to meet the requirements outlined in the RFP, including its technical approach, understanding of the problem, contractor qualifications, and personnel qualifications. • Key responsibilities include program implementation and management, technological support, marketing, employee enrollment, customer service, account management, eligibility and payroll interface, reporting, compliance, information security, and transition or transfer of the FSA and DCAP. • The TPA will need to provide routine comprehensive utilization, cost, and trend reports, as well as ad-hoc reports as requested by the BEB. • The TPA will be responsible for administering COBRA in accordance with the plan document and providing Participants with election notices, monthly invoices, and notification of outstanding premiums. • The TPA will need to describe its ability to meet or exceed the minimum Service Level Agreements (SLAs) outlined in the RFP.
