Description:
The South Bay Union School District is issuing RFP #2025‑3 to procure a vendor (or vendors) to provide comprehensive Extended Learning Program (ELP) services, including before‑school, after‑school, and intersession programming for K‑12 students. The provider must deliver academic support (homework tutoring), enrichment activities, and supervision, adhering to staffing ratios of 1:20 (general) and 1:10 for TK/K. Programs run Monday‑Friday during school days, covering at least 15 hours per week, with hours extending from early morning through early evening. The District will fund the program through blended ASES and ELOP monies; vendors must not include meal costs in their price proposals. The contract may be awarded to a single provider or multiple vendors, with the main award holder responsible for subcontractor coordination. Required qualifications include background‑check/fingerprinting compliance, appropriate insurance (including sexual‑molestation coverage), and adherence to California education statutes. • Deliver before‑, after‑, and intersession educational services for K‑12 students. • Maintain staffing ratios (1:20, 1:10 for TK/K) and provide qualified teachers/tutors. • Submit detailed monthly attendance and enrollment reports; comply with background‑check and insurance requirements. • Funding is from district‑allocated ASES/ELOP sources; no separate meal costs in the bid.

Budget Estimate (AI):

$750,000 – $1,350,000

No budget is disclosed. Assuming the program serves roughly 500 students at an average daily rate of $10–$15, the annual cost would range from $750,000 to $1,350,000 (500 students × 180 school days × $10‑$15). Therefore, the contractor could expect a contract value in the low‑to‑mid‑seven‑figure range.
