Description:
The City of Sacramento’s Department of Utilities is seeking qualified firms to provide on‑call underwater diving and remotely‑operated vehicle (ROV) services for its drinking‑water and storm‑water infrastructure. The contractor will perform inspections, video documentation, sand removal, intake‑screen cleaning (cavi‑blasting), minor repairs, and related reporting for river intakes, reservoirs, transmission mains, a Ranney collector well, and storm‑water stations. Work will be performed on an on‑call basis with crews sized to the task and must be able to mobilize within 90 mi of Sacramento. The award will be a three‑year professional services agreement (renewable up to five years) with a maximum not‑to‑exceed value of $900 k per contract (potentially two contracts). • Perform underwater diving inspections, ROV surveys, and intake‑screen cleaning for drinking‑water and storm‑water facilities. • Provide 4‑person on‑call crews (including dive vessel or ROV equipment) ready to respond rapidly within the Sacramento region. • Submit detailed rate tables for 2026‑2028, personnel resumes, equipment certifications, and LBE documentation (5 % LBE participation required unless waived).

Budget Estimate (AI):

$500,000 – $1,800,000

The solicitation caps each award at $900,000 and allows up to two separate contracts, yielding a maximum potential spend of $1.8 million over the base three‑year term. Assuming a realistic award of one contract at the ceiling, the low‑end estimate would be roughly $500,000 (partial award or limited scope) and the high‑end at the full $1.8 million if both contracts are awarded at maximum value. Factors influencing the final amount include the number of on‑call calls, crew size selected, and whether optional repair services are exercised.
