The Product Manager Army Training Information System (ATIS) is seeking a comprehensive Learning Management System (LMS) to deliver, track, and manage training for approximately 1.5 million personnel. The LMS must support instructor-led and asynchronous independent learning, as well as provide a centrally accessible course catalog and sub-organization level management. The system must also ensure data isolation between sub-organizations and provide scalability. Some key features required include user management, course delivery and automation, customization and integration, reporting and analytics, and security and compliance. * The LMS must support logically segregated learning environments for multiple organizational units. * The system must allow for bulk user management and provide a mechanism for exporting user data. * The LMS must provide a robust automation engine and support conditional "if-then" rules. * The system must be compliant with SCORM 1.2, 2004 3rd edition, and the Experience API (xAPI). * The LMS must provide a configurable reporting engine and support global and restricted reporting. * The solution must be capable of being deployed within the Army AWS GovCloud and meet security controls for at least Impact Level 4 (IL4).
