Description:
The New York State Office of Employee Relations is soliciting proposals from qualified vendors to secure the services of a Third Party Administrator (TPA) to provide full administrative services for the New York State Flex Spending Account (FSA). The FSA is a flexible spending account plan that offers health care, dependent care, and adoption expenses authorized by the Internal Revenue Code Sections 125 and 129. The selected contractor will be responsible for implementing all systems necessary to provide the New York State FSA to eligible state employees. • The contract term is expected to begin on February 2, 2026, and end on December 31, 2031. • The contractor will provide administrative services to approximately 250,000 New York State employees. • The RFP proposal requirements and guidelines are available on the OER website. • A bid review committee will evaluate all bids submitted in response to this RFP. • The selected vendor will be notified of OER's intent to award in January 2026.
