Description:
The City of Redding, California is seeking a consultant to provide services for the Federal Energy Regulatory Commission (FERC) relicensing of the Whiskeytown Unit 9 for the Redding Power Plant. The current FERC license, which was issued on March 10, 1983, is set to expire on March 10, 2033. The scope of work for the consultant includes: 1. Pre-Application Document, Notice of Intent, and Final Application: * Review existing data and documentation for the project * Present a summary of potential relicensing strategies * Prepare and file a Notice of Intent and Pre-Application Document with FERC * Conduct stakeholder outreach and consultations with regulatory agencies * Develop study plans and conduct required studies * Respond to comments and engage in dispute resolution processes * Prepare and file the complete Application with FERC 2. Project Management/REU Coordination: * Provide project schedule and budget tracking * Prepare monthly invoices and progress reports * Coordinate with City personnel and provide technical assistance The consultant is expected to have at least 10 years of experience performing like services and must meet minimum qualifications, including: * Maintaining insurance for the term of the contract * Providing qualified personnel to work on the project * Having the ability to accurately and thoroughly complete all services described within the scope of work * Having a Quality Control Plan in effect throughout the entire contract The proposal should include: * A cover letter signed by an authorized representative * A qualification statement and declaration * An overview of contractors and subcontractors * A rate sheet and not-to-exceed project amount The City will award the contract to the consultant that best meets the requirements and qualifications outlined in the RFP. The deadline for submitting proposals is August 29, 2025, at 3:00 p.m. PT. The project is expected to be completed by September 1, 2035, with the following milestones: * Notice of Intent and Pre-Application Document to be submitted to FERC by February 28, 2028 * Final Application to be submitted to FERC by February 28, 2031 The City will provide personnel to observe and support the project, and the consultant will be responsible for supplying all manpower and equipment necessary to complete the project. The consultant will also be responsible for complying with all laws and regulations governing the completion of the project.
