The USTRANSCOM Acquisition Directorate is seeking a contractor to provide Stevedoring and Related Terminal Services (S&RTS) at all designated seaports in Turkey. The services will include managing US Military cargo transitioning through all designated seaports in Turkey, including containers, vehicles, breakbulk, and rotary- or fixed-wing aircraft. The contractor will be responsible for providing all port services needed, including vessel and terminal services, staging space, gear, materials, supplies, supervision/management, transportation, and sufficient qualified labor. The contract will be an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with a base period of performance from 01 June 2025 to 31 May 2031, with an optional six-month extension. • The contractor must comply with all applicable host nation, international, local installation, and MSDDC Transportation Battalion safety and fire regulations. • The contractor must provide a written plan for Accident prevention/safety program within five calendar days of contract award date. • The contractor must conduct safety briefings for all workers prior to all vessel and terminal services/operations, and at each shift change. • The contractor must provide all necessary documentation, including invoices, substantiating documentation, and task orders, in accordance with the contract requirements. • The contractor must comply with all applicable security regulations, including personnel screening, security badges, and access control.
