Description:
The National Park Service (NPS) is seeking proposals to lease historic hangars 5, 6, 7, and 8 at Floyd Bennett Field in Gateway National Recreation Area, Brooklyn, NY. The lease is for a term of up to 60 years and will require the lessee to maintain and operate the facility as a sports center, recreational facility, and event venue. The lessee will be responsible for making repairs and improvements to the premises, including addressing water intrusion issues and replacing ice rink compressors. The NPS will provide a sample lease and require the lessee to comply with all applicable laws and regulations, including those related to historic preservation and environmental protection. • The facility includes two regulation-sized ice hockey rinks, gymnasiums, offices, a pro shop, a snack bar, a lounge area, event space, gyms, locker rooms, a climbing wall, and two outdoor above-ground swimming pools. • The lessee will be required to maintain and provide to NPS an updated list of its qualified and experienced personnel, including a list of all contractors and subcontractors utilized in connection with the authorized activity. • The lessee will be responsible for utilities, including telephone, cable, and internet access, and will be required to make arrangements with utility providers at its sole expense. • The NPS intends to address water intrusion issues currently affecting portions of the hangars within the next two years, subject to availability of funding. • The lessee will be required to comply with the Secretary of the Interior's Standards and Guidelines for the Treatment of Historic Property and to undertake repairs and improvements in accordance with the National Historic Preservation Act and other applicable laws and regulations.

Budget Estimate (AI):

$500,000 – $2,000,000

The estimated budget for this opportunity is difficult to determine, as it depends on various factors such as the proposed use, rental income, and expenses. However, based on the information provided, the annual rent is expected to be at least the fair market value, and the lessee will be responsible for making significant repairs and improvements to the premises, including addressing water intrusion issues and replacing ice rink compressors. The NPS estimates that the facility may require approximately $5 million in necessary repairs to make the property fit for long-term use. Considering these factors, a rough estimate for the budget could be in the range of $500,000 to $2 million per year, depending on the lessee's proposed use and financial capabilities.
