The US Air Force is seeking a contractor to upgrade the Vindicator Badge Manager system at Andersen Air Force Base in Guam. The system is currently running on Windows 7 and needs to be upgraded to Windows 10. The contractor will be responsible for installing and programming a new VBM system, including a Fargo DTC5500 LMX card printer with laminator, a VBM signature pad, and a Videology badging camera. The contractor will also be required to provide a 3-year sustainment plan, which includes regular software updates, a dedicated support team, and training for system users and administrators. The contractor will need to ensure that the system is compatible with existing equipment and software, and that it meets all applicable security requirements. The contractor will also be required to provide a redundant system with V5 ACS firmware and to transfer data from the legacy system to the new system. Key objectives of the project include upgrading the system to Windows 10, establishing a turnkey reserve equipment, and implementing a 3-year maintenance contract. The contractor will need to provide all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the installation and upgrade of the current VBM system. • The contractor will be responsible for the installation and programming of the new AE VBM 3 Badge Manager SA Workstation with AE V3 ACS encryption. • The contractor will need to ensure that the system can accommodate new badges, users, and locations without being overloaded by data. • The contractor will need to provide system training to designated users and program maintainers as designated by the SFS squadron. • The contractor will need to accomplish a post-installation system check and resolve any system issues identified during system testing. • The contractor will be required to provide a 3-year sustainment obligation for the upgraded equipment and existing Vindicator system. • The contractor will need to ensure that the upgraded AE VBM 3 Badger Manager SA Workstation and ancillary equipment operate seamlessly with any in-use legacy equipment.
