Description:
The New York State Energy Research and Development Authority (NYSERDA) is seeking proposals for long-term contracts to purchase Index Storage Credits (ISCs) from eligible bulk energy storage projects. The solicitation is being issued in accordance with the June 20, 2024 Order Establishing Updated Energy Storage Goal and Deployment Policy and NYSERDA's final Implementation Plan. The purpose of this Request for Proposals (RFP) is to enter into long-term contracts to purchase ISCs from eligible bulk energy storage projects. • The RFP will be implemented through a two-step process, consisting of a Step One Eligibility Application and a Step Two Bid Proposal. • The Step One Eligibility Application is due by September 4, 2025. • Only those projects found eligible under Step One will be permitted to submit a Step Two Bid Proposal. • The Step Two Bid Proposal will be solicited in two phases, with the first phase due by December 11, 2025. • NYSERDA will examine each bid proposal to determine that the project and proposer meet the minimum eligibility thresholds, and for bid proposals that meet those requirements, a competitive evaluation based on price and non-price evaluation will be conducted.
