Description:
The U.S. Office of Personnel Management (OPM) is seeking industry collaboration to evaluate options for consolidating Human Resources Information Technology (HRIT) systems across the Federal Government. The goal is to create a unified HRIT system that ensures data accuracy, improves reporting, and enhances interoperability. The system should include position management, personnel action and records processing, workforce analytics, and employee and manager self-service capabilities. Key questions for industry leaders include the scope of human capital management functions, maximizing value while controlling costs, system migration processes, implementation timeframes, and unified payroll and human capital management systems. • The primary objective is to quickly scale a new Human Resources Management system across the Federal Government by the end of 2028. • The system should integrate with Federal payroll providers and other human capital functions. • The solutions sought should improve service to employees and managers and increase accountability to the American taxpayer. • Industry providers are invited to participate in a two-day event to discuss their solutions and answer key questions. • The event will focus on market research purposes only, and participation does not imply a commitment to issue a solicitation in the future.

Budget Estimate (AI):

$10,000,000 – $50,000,000

Given the scope and complexity of the project, which involves consolidating HRIT systems across the Federal Government, the estimated budget could range from $10 million to $50 million. This estimation is based on the assumption that the project will require significant investments in software development, system integration, and implementation. Factors influencing the budget include the number of agencies involved, the complexity of the systems, and the timeline for implementation.
