The Western State EBT Alliance is seeking a planning consultant to assist with the implementation of an Electronic Benefit Transfer (EBT) system. The consultant will work with the Alliance to develop a plan for the implementation of the EBT system, including the procurement of a new EBT processor. The EBT system will be used to deliver Supplemental Nutrition Assistance Program (SNAP) and other benefits to eligible recipients in the participating states. The consultant will need to have experience with EBT systems and procurement processes. The scope of work includes developing a project plan, conducting a procurement process, and providing technical assistance to the Alliance. Some key features of the project include: * The EBT system will need to be able to handle multiple benefit programs, including SNAP and other state-specific programs. * The system will need to be able to interface with existing state systems, including eligibility systems and payment systems. * The system will need to be able to provide real-time transaction processing and settlement. * The system will need to be able to provide online access for clients to check their account balances and transaction history. * The system will need to be able to provide reporting and analytics capabilities for the Alliance and participating states. Some key responsibilities of the consultant include: * Developing a project plan and timeline for the implementation of the EBT system. * Conducting a procurement process to select a new EBT processor. * Providing technical assistance to the Alliance and participating states on the implementation of the EBT system. * Developing a plan for testing and quality assurance of the EBT system. * Providing training and support to Alliance and state staff on the use of the EBT system.
