The City of Bakersfield is seeking qualifications from engineering firms to conduct an assessment of the City's two wastewater treatment plants (Plant 2 and Plant 3) and evaluate options to upgrade, replace, or expand each facility. The selected firm will provide technical memorandums, including a preliminary planning report for a future Wastewater Treatment Plant No. 4. The City's intent is to select one or more engineering consultants to fully assess Plant 2 and Plant 3, identify factors limiting each plant's ability to provide continued service, and make recommendations to address each factor. • The project involves assessing the condition of Plant 2 and Plant 3, identifying factors limiting their ability to provide continued treatment, and proposing solutions to each limiting factor. • The project also includes providing a preliminary planning report for a future Wastewater Treatment Plant No. 4. • The selected firm will be responsible for providing technical memorandums, including a hydraulic capacity analysis, process analysis, odor evaluation, and structural, mechanical, and plumbing assessment. • The City will provide a general description of the project site, its location and boundaries, and copies of City's available record drawings of existing facilities. • The City will also provide access to interview Wastewater Division personnel to better understand plant operations.
