The Colton Joint Unified School District is establishing two pools of “lease‑leaseback” contractors to provide both pre‑construction services (design review, cost estimating, scheduling, value‑engineering, constructability) and construction services under a guaranteed‑maximum‑price (GMP) arrangement for a series of school‑facility projects funded by bond measures.
