Description:
The Ulster County Resource Recovery Agency (UCRRA) is seeking proposals for the design, permitting, construction, and operation of a facility that will divert solid waste out of landfills and combustible incinerators. The facility may be located adjacent to the Agency facility at 999 Flatbush Road, Kingston, NY 12401, or may be sited at a different location. The proposed facility should utilize processes such as bio-gasification, plasma arc gasification, anaerobic digestion, hydrolysis, pyrolysis, or mechanical separation of waste. The Agency currently landfills approximately 100,000 tons of MSW and 40,000 tons of Construction and Demolition Debris. • The facility should be designed to divert solid waste from landfills and combustible incinerators. • The proposed facility should utilize one or more of the considered processes. • The Agency is open to proposals for facilities located at different sites. • The proposal should include details on the design, permitting, construction, and operation of the facility. • The proposal should also include information on the costs and benefits of the proposed facility.
