The City of Corona Utilities Department is seeking proposals from experienced solar photovoltaic companies to develop a solar generating facility at the City-owned Corona Landfill. The selected firm will provide turnkey solutions, covering all aspects of development, permitting, environmental review, design, construction, operation, and system financing options. Services will include feasibility studies, regulatory compliance, site preparation, system installation, performance monitoring, and long-term maintenance. The proposal should consist of the following sections: Qualifications, Related Experience and References, Proposed Staffing and Project Organization, Proposed Services/Work Plan, Appendices, Financial Statements, and Cost Estimate and Fees for Services. • The project requires compliance with prevailing wage laws and the employment of apprentices. • The successful respondent will be required to furnish a payment bond and a performance bond. • The City reserves the right to accept or reject any and all proposals, or to waive any informalities or irregularities in a proposal. • The City will report all necessary contracts to the DIR as required by the Prevailing Wage Laws. • The selected respondent will be required to comply with all federal and state laws, rules, and regulations. • The proposal should include a cost/benefit analysis that demonstrates the satisfaction of the requirement that the total cost of the contract is less than the energy cost savings to the City over the life of the project.
