The United States Air Force is seeking a Commercial-Off-the-Shelf (COTS) Digital Adoption Platform (DAP) to replace the Oracle User Productivity Kit (UPK) tool. The DAP should provide continuous, in-application training and contextual support directly within the user's workflow. The solution must meet key capabilities such as content authoring and development, agile content lifecycle management and governance, content delivery and end-user experience, system and technical requirements, and security, compliance, and supply chain risk management. • Content Authoring & Development: No-Code Content Creation, Multi-Format Recording, Rich Content Editing, Multiple Output Formats, Localization and Translation, UPK Content Migration. • Agile Content Lifecycle Management & Governance: Centralized Content Library, Agile Content Lifecycle Support, Version Control for Content, CI/CD Pipeline Integration, Testing in Non-Production Environments, Automated Change Detection & Testing, Role-Based Access Control & Workflow Management, Content Reusability. • Content Delivery & End-User Experience: In-Application Guidance, User Segmentation and Targeting, Cross-Application and Desktop Support, Al-Powered Assistance, Proactive Change Management. • System & Technical Requirements: Hosting, Integration, Scalability and Performance, Analytics and Reporting, Sandbox and Simulation. • Security, Compliance, and Supply Chain Risk Management: FedRAMP & CMMC, DoW Compliance, Accessibility, Secure Software Development Lifecycle, Software Bill of Materials, Statutory & Regulatory Compliance, Supply Chain Transparency.
