Description:
The City of Cleveland is seeking a comprehensive Right of Way (ROW) Tree and Site Inventory and Urban Forestry Management Plan (UFMP) to manage tree assets for better understanding, tracking, and visualization of the City’s current ROW tree canopy and future growth potential. The inventory must provide a means of storing tree asset data, logging inspections and changes to assets overtime, and incorporating existing work order management systems. The scope of services includes project management and implementation services, including tree and site inventory, data quality and methodology report, and development of a go-forward process to maintain the inventory on an ongoing basis. The project will focus on trees within the City-owned Right-of-Way (ROW) and will include a comprehensive tree and site inventory, data collection, and analysis. The successful consultant will be expected to communicate with and receive QA/QC recommendations from the City’s Project Team throughout the project. Key features of the project include: • A comprehensive tree and site inventory for approximately 90,000 street trees and 30,000 vacant planting sites along arterials City-wide • Sub-meter GPS coordinates • A tailored data schema aligning with City needs and standard Tree Management practices • A data quality and methodology report • Access to real-time data collection map services during inventory collection for oversight, review, and tracking • A detailed implementation and work plan for the inventory • A transfer of collected data to the City’s ArcGIS Online or ArcGIS Enterprise environment • Compatibility with existing City systems (ArcGIS Enterprise, CityWorks) • Ability to enable field data collection through ArcGIS Field Maps including offline use • Ability to enable non-city users to capture Tree Canopy data and have this information integrate to the inventory • Canopy metrics reporting and robust management dashboard capabilities • Knowledge and documentation transfer of the inventory • Development of a go-forward process to maintain the inventory on an ongoing basis including configuration of an easy-to-use interface, training materials, and documentation • Post implementation support for 60 days The City is looking for a consultant with experience in managing similar projects, including working with public agencies. The consultant should have a strong team with the necessary qualifications and experience to perform the scope of work.
