The Defense Logistics Agency is seeking a contractor to provide sampling and testing laboratory services for Electrolytic Manganese Metal (EMM). The contractor will be responsible for collecting representative samples of EMM during the repackaging process, performing particle size analysis, and completing chemical analysis of each sample. The contractor will also be required to provide analytical reports, including certificates of analysis, to the Government. The period of performance will be from the date of award until July 31, 2026, or until the contractor has sampled and tested 37 lots of EMM, whichever date occurs first. • The contractor must be ISO/IEC 17025:2005 accredited or participating in a national accreditation and certification program. • The contractor must have expertise and experience in sampling bulk EMM material in flake form and in processus during a repackaging process. • The contractor must provide all labor, supplies, equipment, and materials necessary to perform the sampling activities and deliver the required samples to the Government. • The contractor must develop and propose a Quality Control Plan detailing the procedures to be used to ensure efficient, defensible, appropriate, and accurate sampling and testing.
