The National Oceanic and Atmospheric Administration (NOAA) is seeking to negotiate a sole source contract with Turtle Shell Industries LLC for the purchase and delivery of Turtle Shell modular overhead protective covers to safeguard data racks from roof-deck leaks in a data center facility located in Bohemia, New York. The contract includes the fabrication and delivery of eight customized modular overhead protectors, two customized cut-outs for conduits, and ten customized manual-release PVC curtains. The fabrication and delivery shall be no later than ten weeks from the date of award. • The contract is for a sole source basis under the authority of FAR 13.106-1(b)(1). • The Turtle Shell system is a patented protection system specifically designed and manufactured in the United States to provide modular waterproof coverage over individual or rows of data racks with sealed penetrations for cables and services. • The system includes customizable dimensions, overhangs, and options such as PVC curtains tailored to accommodate existing conduits and airflow requirements. • The contract is expected to be awarded to Turtle Shell Industries LLC, but firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of the synopsis.
