Description:
The San Diego Housing Commission (SDHC) seeks a qualified organization to operate a 44‑bed Harm Reduction Interim Shelter on a Housing‑First, low‑barrier model for single adults experiencing homelessness. The contractor will run 24/7 shelter operations, provide case management, coordinate health and behavioral‑health services, maintain security, develop emergency‑preparedness and community‑engagement plans, and meet extensive reporting requirements (HMIS, Section 3 outreach, performance metrics, and monthly/quarterly reports). The contract is for one year with up to four optional one‑year extensions and requires compliance with HUD Section 3, equal‑opportunity, and local nondiscrimination ordinances. • Operate a 24/7, 44‑bed harm‑reduction shelter (housing‑first, no pre‑conditions). • Deliver case management, on‑site health‑service coordination, security, emergency‑preparedness, and community‑engagement plans. • Provide detailed budget, staffing plan, and compliance documentation (Section 3 outreach, workforce reports, EEOP if required). • Contract term: 1 year with four optional 1‑year renewals; start of operations required by July 1 2026.

Budget Estimate (AI):

$1,000,000 – $2,000,000

No contract value is disclosed. Operating a 44‑bed, 24/7 shelter typically costs between $30,000‑$45,000 per bed per year (staff, utilities, meals, case management, security, etc.). That yields an estimated annual budget of roughly $1.3 million to $2 million. Assuming the award covers the full year, the client could expect earnings in that range, with the exact amount dependent on the detailed budget proposal and any leveraged non‑SDHC funding.
