The Department of Veterans Affairs, Office of Inspector General (VA OIG) is awarding a sole source contract for the renewal of BankScan software license maintenance. The scope of work includes the renewal of BankScan software and peripherals. The contract is firm fixed price with a base period of performance of twelve months, followed by four option periods of twelve months each. The BankScan software is used for professional grade expert analysis to facilitate the conversion of bank and credit card statements into Microsoft Excel and other electronic formats. • The software is used in conjunction with off-the-shelf optical character recognition (OCR) program to save significant time avoiding manual data entry into programs like Excel. • The software provides a unique capability for VA OIG that cannot be directly replicated by any other single product. • The software is used daily to perform essential financial and non-financial analysis in support of investigations. • The failure to renew the BankScan software would create an immediate work stoppage and require VA OIG personnel to acquire several alternative products, implement them, revise processes to fit the new software, and train personnel to use the new software and processes.
