The City of Aurora is seeking a qualified non-profit or community organization to operate a temporary emergency shelter for individuals experiencing homelessness during the winter months. The shelter will provide temporary housing and comprehensive services, and the selected organization will be responsible for managing and operating the shelter. The contract will be for one winter season with the option for two one-year extensions. The organization must provide a location that meets all applicable ADA requirements and city codes, as well as adequate restroom facilities, janitorial services, and phone services. The organization must also provide an onsite manager, staffing, and trained volunteers to operate the shelter. Key services include providing beds or cots for guests, offering water and a light prepackaged snack, and maintaining confidentiality standards. Some key points to consider: • The shelter will operate from November 15, 2025, to March 31, 2026, and will be open 7 days a week during evening and nighttime hours. • The organization must prioritize residents of the City of Aurora as the primary population served. • The organization must develop processes and train staff and volunteers on CPR/AED, First Aid, Emergency Protocols, harm reduction, trauma-informed care, and deescalation tactics. • The organization must provide a detailed work plan, including major tasks, deliverable due dates, and personnel working on the project. • The City of Aurora encourages minority business firms to submit proposals and encourages the successful proposer to utilize minority businesses as subcontractors.
