Description:
The County of Orange is seeking a qualified consultant to support the update of its Multi-Jurisdiction Local Hazard Mitigation Plan (MJHMP). The plan will fully align with FEMA’s Local Mitigation Planning Policy Guide (2022) and the Local Mitigation Planning Handbook (2023). The consultant will be responsible for tasks such as project management, stakeholder and community engagement, risk assessment, and hazard profiling. The final plan will be approved by FEMA and adopted by the governing boards of both participating jurisdictions. Key requirements for the consultant include having five years of consecutive experience developing, implementing, and supporting FEMA and Cal OES-approved Multi-Jurisdiction Local Hazard Mitigation Plans, and providing an example of a recently approved plan. The consultant will also be required to provide key personnel's professional qualifications and experience, and a detailed approach to executing the project. Some of the key tasks include: • Developing a comprehensive outreach strategy to engage residents and stakeholders • Leading discussions with stakeholders and providing feedback on draft plan documents • Developing a digital engagement campaign, including social media and traditional website content • Planning and facilitating community workshops focused on identified risks and discussing prioritized mitigation actions • Documenting public participation and supporting outreach for inclusion in the draft plan The County is looking for a consultant who can effectively communicate with staff from multiple County agencies, jurisdictions, and work with them as a team. The consultant should also be able to provide a project schedule, a detailed scope of work, and a statement of understanding of the applicable federal and state requirements related to federally-funded projects.
