The Executive Office of Energy and Environmental Affairs (EOEEA) is seeking a qualified vendor to design, develop, and implement a unified statewide online filing and permitting portal. This portal will support the new business workflows and statutory requirements introduced by the 2024 Climate Act for clean energy infrastructure. The selected vendor will be responsible for delivering a scalable, secure, and interoperable solution that improves coordination across state and municipal agencies while ensuring equitable access and clear visibility for all stakeholders. The scope of work includes replacing fragmented and manual processes with a modern digital solution that handles energy infrastructure permitting, including pre-filing, application submission, review and decision-making, public comment, and appeals. Key aspects of the project include: • Developing a user-friendly public transparency tool • Automating workflow steps and procedural notifications • Providing real-time tracking of procedural deadlines • Ensuring interoperability with municipal systems or standardized statewide workflows • Implementing robust quality control measures to review and approve content generated by the GenAI tool The vendor will be required to provide services such as setup, implementation, configuration, support, maintenance, and training. The contract term is estimated to be 18 months, with an initial duration of 6 months and one optional renewal of 12 months.
