The City of Fresno is seeking a consulting firm to prepare a comprehensive Environmental Impact Report (EIR) for the City's General Plan Update, which will incorporate climate-related analysis and policies addressing Environmental Justice. The selected firm will be responsible for preparing the EIR, updating the environmental baseline, and analyzing the impacts of the proposed General Plan amendments. The firm should have experience in preparing environmental review and analysis at the program level, as well as knowledge of CEQA processes and environmental justice policies. Some key tasks include: • Analyzing the CAP-EJ General Plan amendment and creating a new CEQA baseline • Updating GHG reduction measures and VMT analysis • Assessing cumulative environmental impacts and developing alternatives to reduce or avoid significant environmental impacts • Preparing a Mitigation Monitoring and Reporting Program (MMRP) • Participating in the public commenting period and attending Planning Commission and City Council meetings. The City prefers a single firm that can provide all required environmental specialties in-house.
