The City of Detroit Office of Contracting and Procurement (OCP) requests proposals from qualified Respondents to complete or advance planning, organizational development, and/or predevelopment services for Community Land Trust (CLT) models to provide long-term affordable residential housing to low-income households. The selected respondent will be required to demonstrate measurable progress and organizational proficiency in creating and administering a CLT. Key components of the proposal include: • Developing a strategic plan for the CLT, including land acquisition strategy, stewardship plan, and affordability/income mix strategy • Creating a financing strategy combining public and private sources • Conducting community planning/engagement activities to build awareness and solicit participation in CLT development among community residents • Legally forming and registering a nonprofit Community Land Trust entity and obtaining appropriate nonprofit designation under State & Federal law • Establishing a tripartite governance structure, including community members, leaseholders, and public representatives • Recruiting and seating an initial board of directors with relevant expertise and community ties
