Incident Base Unit for Region 5 - Pacific Southwest Region ONLY

The U.S. Department of Agriculture (USDA), Forest Service (USFS), is seeking vendors to provide Incident Base Units (IBUs) for Region 5, Pacific Southwest Region. The IBUs will support local, regional, and national fire suppression and all-hazard incidents. Vendors must submit quotes through the Virtual Incident Procurement (VIPR) Next Gen System. The quotes will be evaluated based on operational acceptability, price reasonableness, and past performance dependability risk. The contract will be a Multiple Award Incident Blanket Purchase Agreement (I-BPA) with a 100% Small Business Set Aside. The agreement period is estimated to start in June 2026, with annual review modifications. Key responsibilities include providing IBUs that meet the minimum requirements, submitting quotes through the VIPR Next Gen System, and complying with all terms and conditions of the contract. • The IBUs must meet the minimum requirements specified in the solicitation. • Vendors must submit quotes through the VIPR Next Gen System. • The contract will be a Multiple Award I-BPA with a 100% Small Business Set Aside. • The agreement period is estimated to start in June 2026, with annual review modifications. • Vendors must comply with all terms and conditions of the contract, including providing resources that meet the minimum requirements and submitting invoices in accordance with the Prompt Payment Act.
