INVITATION TO BID: ROANOKE AREA WATERLINE REPLACEMENT PROJECT – PHASE II The Western Virginia Water Authority (Authority) will receive sealed Bids for the construction of the ROANOKE AREA WATERLINE REPLACEMENT PROJECT – PHASE II at the Authority’s Engineering Services Office, Coulter Building Third Floor, Suite 300, 601 South Jefferson Street, Roanoke, Virginia, 24011, until 2:00 p.m. local time on Wednesday, May 27, 2026, at which time the Bids received will be publicly opened and read aloud at the above address and via virtual Webex meeting and in person shortly after receiving Bids. Minority Owned Businesses (MBEs) and Women Owned Businesses (WBEs) are encouraged to respond. Code of Virginia § 2.2-4303: All local public bodies shall provide an option to submit bids or proposals through eVA or other electronic means. In cases where bids or proposals are submitted electronically, the local public body may also require a certain number of paper submissions for review purposes. Please be advised, the Western Virginia Water Authority will still be requesting hard copies to be submitted in our office by the deadline mentioned above. The Project consists of: Replacement of approximately 21,000 linear feet of existing 12-inch and smaller water main with new 8- inch and 12-inch water main along with associated appurtenances in Roanoke, Virginia. Bids will be received for a single prime Contract. Bids shall be on a unit price basis as indicated in the Bid Form. Bid security shall be furnished in accordance with the Instructions to Bidders. [email protected]). A non-mandatory virtual pre-bid conference will be held on Wednesday, May 13, 2026, at 2:00 p.m. via a Webex meeting. Prospective Bidders are encouraged to test the link provided to the Webex meeting well in advance of the pre-construction conference to confirm access and compatibility. Pre-Bid Conference - Link Bid-Opening Conference - Link Bidders are referred to the Code of Virginia § 54.1-1100 et seq. for contractor requirements. Bidders shall provide evidence of authorization to transact business in the Commonwealth of Virginia by providing the identification number issued to Bidder by the State Corporation Commission in accordance with the Code of Virginia § 2.2-4311.2, Title 13.1, Title 50, or as otherwise required by law. The Contract awarded under this Advertisement for Bids is expected to be funded in part from the Virginia Department of Health (VDH) – Drinking Water State Revolving Fund (DWSRF) Fund. VDH DWSRF requirements are included in Section “Instructions to Bidders,” Section “Project Forms,” and Section “Supplementary Conditions,” and are a condition of this Contract. The Successful Bidder must comply with the Presidents Executive Order #11246, prohibiting discrimination in employment regarding race, creed, sex, or national origin; Executive Orders #12138 and 11625 regarding utilization of MBE/WBE subcontractors in the performance of this Contract; provide certification that they do not or will not maintain or provide for their employees facilities that are segregated on the basis of race, color, creed, or national origin; comply with the provisions of Civil Rights Act of 1964; comply with the President’s Executive Order 13658 regarding minimum wages on federally- funded construction projects; comply with the Davis-Bacon Act; and comply with the Build America/Buy America Act requirements in Title IX of the Bipartisan Infrastructure law (Public Law 117-58).
