Description:
The City of Adelanto is seeking a private partner to design, finance, construct, own, and operate a green hydrogen production facility that will supply clean hydrogen to heavy‑marine and port‑related customers. The partner must provide all project financing, deliver a technically mature electrolytic solution, secure an offtake agreement, and commit to local workforce‑development and technology‑transfer initiatives. The City will only provide land‑use assistance and permitting support; no financial guarantees or PPAs are offered. Proposals must be submitted electronically by February 27, 2026. • Design, build, finance, own, and operate a commercial electrolytic hydrogen plant in the Adelanto desert. • Demonstrate a signed or LOI hydrogen offtake from a qualified maritime/port customer. • Provide detailed technical, financial, and partnership structures, plus a local knowledge‑transfer and workforce‑development plan.

Budget Estimate (AI):

$5,000,000 – $50,000,000

No contract value is disclosed. Given the scale of a green‑hydrogen plant (potentially several hundred megawatts) and the requirement that the private partner finance, build, and operate the facility, total project values in similar U.S. projects range from $200 million to $1 billion. Assuming the client would provide engineering, financing advisory, and possibly construction management services, a reasonable fee range would be roughly 2‑5 % of total project cost, translating to an estimated budget between $5 million and $50 million over the life of the contract. Factors influencing the final amount include the plant size, financing structure, and the extent of ongoing operations support.
