Description:
The City of Pleasanton is seeking a qualified consulting firm to provide Program Management (PM) services for the planning, design, procurement, construction, and closeout of a five-year, $110+ million Utilities Capital Improvement Program (CIP) and provide support for the Repair and Replacement (R&R) program. The selected consultant will function as an extension of City staff, reporting directly to the Assistant Director of Public Works, and be responsible for the delivery of the capital programs as outlined in the WSMP and SSMP and within the programs identified budget, inclusive of these services. Key responsibilities include program management, project controls, budget and cost management, procurement, contract administration, and construction management. • Program Management: overall leadership, coordination, and administration of the City’s $110 million bond-funded Utilities Capital Improvement Program • Project Controls: establishing and maintaining a Master Program Schedule, monitoring critical path activities, managing risks to schedule • Budget and Cost Management: developing a comprehensive program budget, monitoring expenditures and change orders, providing cost forecasts • Procurement and Contract Administration: preparing RFQs, RFPs, PS&E packages, and contracts, supporting bid evaluations, interviews, negotiations, and award recommendations • Construction Management: supporting pre-construction planning, procurement of construction contractors, and oversight of construction activities
