The Department of Juvenile Services is seeking a vendor to provide music recording and production programming to youth in their facilities. The program should be positive youth development focused and structured to engage youth in learning the music recording and production process. The contractor will be required to provide all necessary equipment and software, and to work cooperatively with the Contract Monitor and Assistant Superintendent or designee at each facility. The contract will be for a period of three years, with the option to renew. • The program should be designed for youth to acquire knowledge on writing music, creating beats, learning about equipment, music production, and operating studio software. • The contractor should provide sessions for youth with physical and/or mental disabilities as necessary. • The contractor should utilize age-appropriate, challenging, and culturally sensitive instruction. • The contractor should ensure that sessions accommodate the turnover of youth into and out of each facility. • The contractor should provide a plan of the program at the time of bid submission. • The contractor should ensure the programming engages and teaches youth how to express themselves through writing music, playing instruments, recording beats, and producing music.
