The County of Kauai is seeking information from qualified vendors regarding the development and implementation of an advanced AI-powered chatbot system. This system should be capable of improving digital service delivery for County functions, including answering common and complex user questions, reasoning over County-specific data and documents, and seamlessly routing users to appropriate departments or online services. The County is looking for solutions that harness natural language models with contextual understanding, capable of accurate, dynamic, and explainable interactions. • The chatbot system should have core features such as natural language interaction powered by transformer-based LLMs, document ingestion and fine-tuning on County-specific content, and reasoned responses with source citation. • The system should have multi-turn conversation handling and contextual memory, as well as human fallback/escalation integration. • The County is also looking for customization and control options, including an interface for managing training data, prompts, and access control, support for role-based permissions and departmental configurations, and data freshness and scheduled re-ingestion mechanisms. • The system should have security and compliance features, including data handling within U.S.-based environments, encryption at rest and in transit, audit logging and monitoring of chatbot interactions, and compliance with Hawaii cybersecurity standards, HIPAA, CJIS (as applicable).
