The City of Tampa is seeking proposals from Community Housing Development Organizations (CHDO) for the construction and/or rehabilitation of housing to benefit low-income families. The successful proposer will be required to be a qualified CHDO as defined in 24 CFR 92.2 and demonstrate experience using federal funds. The project aims to develop and market quality, sustainable, and affordable housing, provide homebuyer assistance, and offer homeownership opportunities to families earning at or below 80% of the Area Median Income (AMI). The City intends to award up to $600,000 of City HOME CHDO funds for fiscal year 2024-25. Key responsibilities of the CHDO include carrying out the CHDO HOME Development activities, ensuring compliance with all applicable Section 3 requirements, and maintaining ownership of each unit throughout the construction process. • The CHDO must be certified by the City of Tampa and demonstrate experience in the housing construction/development industry. • The CHDO must ensure that all CHDO funds are matched with at least 25% by other non-federal funding. • The CHDO must start construction within thirty (30) days of the execution of the HOME agreement. • The CHDO must ensure that all HOME-assisted homebuyers receive the 8-hour Homebuyers Education Certificate from a HUD-approved housing counseling agency. • The CHDO must comply with the Community Housing Development Organization Policies and Procedures attached as Exhibit F.
