Description:
The San Diego Housing Commission (SDHC) is announcing the availability of funding for affordable rental housing and permanent supportive housing (PSH) through the Fiscal Year 2026 Notice of Funding Availability (NOFA). The NOFA includes approximately $16,800,000 in total funds for all affordable rental housing or PSH capital fund requests. The funding will provide financing at below-market interest rates with deferred loan repayment for multifamily rental housing. The target population served by this NOFA under the VASH program must be an eligible veteran with income up to 80 percent of AMI, and meet the established definition of chronically homeless or literally homeless, as prioritized by the region’s Coordinated Entry System (CES). Some key requirements for applicants include: • Providing a narrative in their application of how they intend to apply a Housing First model for their PSH projects • Including a referral, lease eligibility screening criteria, and ongoing residency policies • Ensuring that the screening criteria are consistent with the Housing First model and do not place restrictions on occupancy of the assisted units that do not align with Housing First • Complying with all PBV regulations, including 24 CFR 983, VASH operating guidelines, and SDHC Section 8 Housing Choice Voucher Administrative Plan • Ensuring that the project meets the requirements of the HOME Program regulations, including Build America, Buy America (BABA) Act requirements • Complying with the Fair Housing Act, Title VI of the Civil Rights Act of 1964, section 504 of the Rehabilitation Act of 1973, Title II of the Americans with Disabilities Act of 1990, and regulations to affirmatively further fair housing Some key benefits for selected applicants include: • Access to below-market interest rates with deferred loan repayment for multifamily rental housing • The opportunity to partner with SDHC to provide supportive services to veterans and other target populations • The potential to receive funding for new construction, rehabilitation, or acquisition of affordable rental housing • The chance to contribute to addressing the affordable housing shortage in San Diego
