Description:
New York State Energy Research and Development Authority (NYSERDA) seeks a contractor (or contractor team) to provide five‑year implementation support for statewide electric‑vehicle charger monitoring across its Charge Ready NY, DCFC, and Sustainable Future programs. The work includes program‑level management, data‑specification development, building and maintaining a virtual data‑warehouse, analytics and dashboard creation, operational monitoring of > 20 000 charging ports, bi‑annual reporting to the NY Department of Environmental Conservation, and optional research projects up to 10 % of the contract value. The contractor must meet NYS security, accessibility, and Executive Order 16 compliance requirements and be ready to start by mid‑April 2026. • Manage the overall EV‑charger‑monitoring effort, coordinate with NYSERDA staff, awardees, and network service providers. • Define data specifications, ingest quarterly utilization data from NSP portals, transform and load into a BI platform (e.g., Power BI) and produce dashboards and analytical reports. • Monitor L2 and DCFC charger uptime, flag downtime issues, and produce bi‑annual VW‑Settlement reports for DEC. • Support program administration tasks such as awardee tracking, invoice review, and preparation of future solicitation materials. • Conduct optional research/innovation work (≤ 10 % of contract value) such as public dashboards, GIS mapping, or market studies.

Budget Estimate (AI):

$1,000,000 – $1,500,000

The solicitation caps the total contract value at $1,500,000, with up to $150,000 allowable for optional research. Assuming a competitive but realistic win, the contractor could earn between roughly $1 million (baseline effort) and the full $1.5 million ceiling, depending on the scope of optional research and any contract extensions. Factors influencing the final amount include the number of optional research tasks undertaken, any contract extensions beyond the base five‑year term, and the actual labor rates submitted in the budget.
