Description:
The City of Delta is accepting sealed bids for the installation of new water distribution lines and associated conduits using horizontal directional drilling (HDD) methods. The work will take place within designated municipal right-of-ways and easements, minimizing surface disruption and complying with local, state, and federal standards. The project involves drilling and installing water lines and electrical conduits at various locations in the City of Delta. The contractor will be responsible for furnishing all labor, equipment, supervision, and permits, while the City will provide all necessary materials. The project must be completed by October 1, 2025. • The project includes the installation of HDPE or PVC water mains, electrical conduits, and associated fittings and appurtenances. • The contractor must conduct site visits, utility locates, and environmental protections, and implement a bore profile and drill path plan. • The contractor will be required to pull back the pipe/conduit with tracer wire, contain and dispose of drilling fluids, and monitor the bore path using tracking technology. • The City will provide traffic control and constant oversight by a City inspector. • The contractor must provide proof of insurance, including general liability and worker's compensation, and furnish satisfactory performance and payment bonds.

Budget Estimate (AI):

$200,000 – $600,000

The budget for this project is likely to be substantial, given the scope of work involved. The City of Delta has not provided a specific estimate, but based on industry standards, the cost of directional drilling services can range from $50 to $200 per foot, depending on the complexity of the project and the materials used. With the project involving the installation of approximately 3,000 feet of water lines and electrical conduits, the total budget could be in the range of $200,000 to $600,000. However, this is a rough estimate and the actual budget will depend on the bids received and the final scope of work agreed upon. Factors that may influence the likely payment range include the cost of materials, labor, and equipment, as well as any unforeseen complications or changes to the project scope.
